With all due respect , you might have compromised seat stay strength by grinding the brake mount , you should keep an eye on that , it might crack in the near future. Trying a smaller tire, or even a smaller wheel might have been a better option . On a 700c rim tire size go as low as 18 , and the next rim size down from 700C or 29er is a 27.5 . These older pursuit frames pose this clearance problem , it’s either at the brake mount or the seat tube.
